​What is the ECC Program and Why Does it Matter?

The Energy Code Compliance (ECC) Program, previously known as The Home Energy Rating System (HERS) Program, is part of California's statewide effort to improve energy efficiency in homes. Managed by the California Energy Commission (CEC), the program ensures new construction and home upgrades comply with the state's Building Energy Efficiency Standards, known as Title 24. Meeting these standards helps reduce energy use, lower utility bills, and protect the environment.

What is CHEERS and What Does an ECC Rater Do?

CHEERS is an approved ECC Provider that supports the program by training and certifying field inspectors known as ECC Raters. These Raters verify that heating, cooling, and other energy systems are installed according to state energy standards. Raters may operate independently or as part of larger companies specializing in energy compliance. If your Rater is certified by CHEERS, you can trust they are qualified to perform these inspections properly.

What Happens During a Field Verification?

Your ECC Rater will visit your home or project site to perform field verification and diagnostic testing (FV&DT). This includes checking that the energy systems meet Title 24 requirements. If issues are found, the installer may need to make corrections. Once everything is in compliance, the Rater will submit the results to your local building department. Your inspection records will also be uploaded to the CHEERS registry at www.cheers.org for your reference.

As a consumer, you have the right to clear, honest, and accurate information about your project. Raters and their companies are required to uphold these standards.
